HIPAA

HIPAA Overview

HIPAA, the Health Insurance Portability and Accountability Act of 1996, was enacted by the federal government to ensure the portability of health insurance; reduce health privacy care fraud and abuse; protect the privacy and security of an individual's health information; and improve the efficiency and effectiveness of the health care system by standardizing the format for health care claims and other data.

The HIPAA privacy rules regulate the use and disclosure of protected health information (PHI) by defining who is authorized to access protected health information as well as the scope of permitted uses and disclosures.

Protected health information is information that is individually identifiable health information and relates to the past, present, or future physical or mental health or condition of an individual; the provision of health care to a member; or the past, present, or future payment for the provision of health care to an individual; and that identifies the individual or for which there is a reasonable basis to believe the information can be used to identify the individual.
